As part
of a comprehensive redevelopment program sponsored by the San
Diego State University Foundation, Rick
Engineering Company's Urban
Design and Planning Division amended
the College Area Community Plan to allow for residential, office,
commercial, and institutional redevelopment of five sites near
San Diego State University. A Master Project Plan was prepared
to provide conditions, policies, and design guidelines for implementation .
