Planning for this 4,700-acre community in the northern portion of the City of San Diego was multi-year effort led by Rick Engineering Company's Urban Design and Planning Division. The project required a city-wide public vote to allow development to occur, scores of planning studies, and a team of specialists in law, traffic, biology, geology, archeology, public outreach, and economics. The project is primarily residential with an extensive open space, park, and recreation system. It includes 4,000 homes, two championship golf courses, and two pedestrian-oriented town centers that mix residential, office, and retail development. The plan was awarded “Best Land Plan” and “Best Master Planned Community in Southern California” by the Building Industry Association of California

Before construction could begin, Rick Engineering Company's Surveying and Mapping Division performed topographic mapping and boundary surveys. Using state-of-the-art GPS survey techniques, aerial mapping control, boundary and an ALTA Survey were provided. We are currently providing construction staking services.

Rick Engineering Company's Photogrammetry Division was responsible for the digital terrain mapping data and orthophotography.

Black Mountain Ranch environmental tier mapping was performed by Specialized Computer Services Division. To help establish an environmental boundary, a GIS data base using ARC/INFO was prepared. The GIS data base modeled existing roads, utilities, floodplains, sensitive vegetation, steep slopes, soil types, and earthquake fault zones.
