The Water Resources Division is an integral part of RICK ENGINEERING COMPANY and provides services to public agencies and private sector clients. The Division was established in 1978 in response to an increasing demand for hydrologic and hydraulic analyses. Since that time, the Division’s services have grown to include specialized water resources modeling, design, and planning programs that have been applied to over 500 project sites in San Diego County, Riverside County, Pima County, and Maricopa County.

The Water Resources Division is experienced in virtually every aspect of water resources services:

Our broad experience is valued by clients who are faced with complex water resources issues. The Water Resources Division maintains a staff of engineers familiar with local, state, and federal agency requirements. The Division uses state-of-the-art equipment including a Geographic Information System (GIS) to assist with mapping and modeling, and up-to-date computer hardware and water resources software.

The Division’s ability to perform a variety of water resources services is evidenced by a long history of successful projects and by a list of hundreds of clients, including: City of San Diego, County of San Diego, City of Oceanside, City of Carlsbad, City of Vista, City of Indian Wells, City of Phoenix, City of Scottsdale, Chevron Land & Development Company, Continental Homes, Pardee Construction Company, H.G. Fenton Company, Hanson Aggregates, Watt Development Company, La Costa Resort & Spa, Desert Mountain, Fairfield Development, Diamond Ventures, and Vail Valley.

A partial listing of projects includes:

• City of Vista Federal Emergency Management Agency (FEMA) Map Revisions and GIS-based Master Drainage Plan - Vista, CA: Five FEMA map revisions were prepared and successfully processed for all of the major creeks within the City limits. In addition, a GIS-based Master Drainage Plan was prepared for the entire City. Rick Engineering Company developed the ARC/INFO routines necessary for polygon processing and the ArcView output. The result was a dynamic Master Drainage Plan that could be updated as the City changed.

• Pala Borrow Site - San Diego County, CA: To protect sand mining operations from the San Luis Rey River, a mile-long dike was designed for the probable maximum flood. Scour analyses, using FLUVIAL-12 modeling, were performed to ensure that the dike would create deposition in several critical locations. The hydraulic and scour analyses were processed and approved by the County of San Diego, U.S. Fish & Wildlife Service, and U.S. Army Corps of Engineers.

• Rancho Carlsbad Mobile Home Park - Carlsbad, CA: To eliminate flooding in this mobile home park, a Conditional Letter of Map Revision (CLOMR) was prepared for Agua Hedionda and Calaveras Creeks. The CLOMR modeled the floodplain and floodway impacts from four proposed detention basins and channel improvements in both creeks. HEC-1 hydrologic analyses were used to design the detention basins. HEC-2 hydraulic analyses were used to design the channel improvements.
